Carbon Cost Abatement Curve
In 2007, Consulting firm McKinsey published a report on "A Cost Curve for Greenhouse Gas Reduction".  http://www.epa.gov/air/caaac/coaltech/2007_05_mckinsey.pdf

The significance, and cost of each available method for reducing emissions was analyzed relative to business as usual projections. Renewable energy technologies were highlighted at different points in the cost curve.

Many existing technologies were identified needing lower costs by 2030 to enable success.  How much can we expect these costs to go down in the future?  Can this happen without significant government investments into research and development?
